On 15th June 2015, the European Chemicals Agency (ECHA) announced the addition of 2 new substances as Substances of Very High Concern (SVHC) to the Candidate List. This brings the total number of substances on the Candidate List to 163.

The substances are detailed below for reference:

Some of the uses of these substances are included below for reference:

The first substance, 1,2-benzenedicarboxylic acid, di-C6-10-alkyl esters; 1,2-benzenedicarboxylic acid, mixed decyl and hexyl and octyl diesters with ≥ 0.3% of dihexyl phthalate (EC No. 201-559-5), is a phthalate. It has uses as a plasticiser in PVC products and in paints and can also be used in adhesive and lubricant materials.

The second SVHC, 5-sec-butyl-2-(2,4-dimethylcyclohex-3-en-1-yl)-5-methyl-1,3-dioxane [1], 5-sec-butyl-2-(4,6-dimethylcyclohex-3-en-1-yl)-5-methyl-1,3-dioxane [2] [covering any of the individual stereoisomers of [1] and [2] or any combination thereof, can be used as ingredients in fragrances.

Producers and importers of articles containing any of the substances included in the Candidate List as of 15 June 2015, have six months from to notify ECHA if the following conditions apply:

  • the substance is present in those articles in quantities over one tonne per producer or importer per year, and
  • the substance is present in those articles above a concentration of 0.1% weight by weight.

In addition, the suppliers of articles that contain these substances in a concentration above 0.1% (w/w) have to provide sufficient information to allow safe use of the article to their customers, or upon request, to a consumer within 45 days of the receipt of the request. This information must contain as a minimum the name of the substance.
